Minecraft 1.11.2 needs Java 8
Another brief Forge-era release, 1.11.2 survives because particular packs need it, not because anyone prefers it.

Will the file I downloaded work?
Mods and plugins are two different things that both come as a .jar. Use the wrong kind and there is usually no error: the server boots and the content is simply missing.

No. Forge is a mod platform and Paper runs plugins — two separate systems that just share a file extension. Nothing loads, and you get no warning.

Like 1.10.2, you run this version when something you want exists nowhere else. Given a free choice, 1.12.2 needs the same Java and offers an enormously bigger mod library.
