Minecraft 1.12.2 needs Java 8
No modded version has mattered more than 1.12.2. Forge's ecosystem grew here for years before the 1.13 rewrite broke it apart, and many of the most famous modpacks never left.
Java version required
8or newer
An older Java will not start it. A much newer Java normally does, but that is up to the server software rather than Minecraft.
Availability
Paper is available for 1.12.2
It accepts Bukkit / Spigot / Paper plugins.
Will the file I downloaded work?
Mods and plugins are two different things that both come as a .jar. Use the wrong kind and there is usually no error: the server boots and the content is simply missing.
running on Paper
No. Forge is a mod platform and Paper runs plugins — two separate systems that just share a file extension. Nothing loads, and you get no warning.

Things to know about this version
It requires Java 8, and nowhere does that hurt more — a big modded 1.12.2 pack is precisely what people try to launch on a new PC with current Java, and it will not start. Allow extra memory as well: these packs are old enough to miss years of optimisation, so a hundred-mod 1.12.2 pack wants more RAM than a modern pack of the same size.
