Minecraft 1.13.2 needs Java 8
When 1.13 arrived it replaced both the world format and the command system, and what stuck in people's memories was the sluggish performance. 1.13.2 is the last, most patched release of that line.

Will the file I downloaded work?
Mods and plugins are two different things that both come as a .jar. Use the wrong kind and there is usually no error: the server boots and the content is simply missing.

No. Forge is a mod platform and Paper runs plugins — two separate systems that just share a file extension. Nothing loads, and you get no warning.

Things to know about this version
Of every version here, this one has the worst name, and deservedly — chunk loading especially is far slower than in the versions either side of it. Forge showed up very late, and most mod authors simply skipped 1.13 altogether. Unless something needs 1.13.2 specifically, pick 1.12.2 or 1.14.4.
