Minecraft 1.18.2 needs Java 17
1.18.2 finished the Caves and Cliffs change to world height and turned into a major modded version in its own right. It was the first to require Java 17, a requirement that then stayed put for two years.

Will the file I downloaded work?
Mods and plugins are two different things that both come as a .jar. Use the wrong kind and there is usually no error: the server boots and the content is simply missing.

No. Forge is a mod platform and Paper runs plugins — two separate systems that just share a file extension. Nothing loads, and you get no warning.

Things to know about this version
Taller worlds come at a price. Each chunk holds more blocks to store, load and transmit, so a 1.18.2 world takes noticeably more disk and a little more memory than a 1.16.5 world of the same area. If you are migrating, plan your disk space with that in mind.
