Minecraft 1.7.10 needs Java 8
For a whole generation of modpacks, 1.7.10 was the last stop. It came out in 2014, it runs on Java 8 and on nothing later, and it is still around because the mods written for it were never carried forward to anything else.

Will the file I downloaded work?
Mods and plugins are two different things that both come as a .jar. Use the wrong kind and there is usually no error: the server boots and the content is simply missing.

No. Forge is a mod platform and Paper runs plugins — two separate systems that just share a file extension. Nothing loads, and you get no warning.

Things to know about this version
Everything comes back to Java. Current systems ship Java 17 or 21, and 1.7.10 refuses to launch on either — you need a real Java 8 runtime installed next to them, with your launcher or start script explicitly pointed at it. Fabric, NeoForge and modern Paper do not exist for this version and never will.
