What uses the memory in Don't Starve Together
A normal cluster pairs an overworld shard with a caves shard, each a separate process with its own world. In practice that roughly doubles what one shard would suggest — and explains why a server that looked big enough can fall over the first time players head down into the caves.

Where people get it wrong
Budgeting for a single shard. If caves are on in your cluster, as they are in most, size for both: the caves shard boots and keeps running whether or not anyone has gone down yet.
