For a sixteen-player game, Enshrouded is hungry, and the terrain rather than the players explains it.

What uses the memory in Enshrouded
The world is destructible voxel terrain and every change to it is kept. Hollowing out a base, reshaping a hill or boring a tunnel all add data the server carries for as long as the save exists. Next to that, the player count barely registers: the requirement follows how much of the world your group has physically altered.

Where people get it wrong
Sizing to the player limit. Sixteen players who have hardly built anything are cheaper than four who have dug out a mountain, so plan around the state of the world, not the headcount.
