Unreal Engine 4 with heavy AI when bots fill the server — bot count matters more than player count.

What uses the memory in Insurgency: Sandstorm

The server runs Unreal Engine 4, and bots are its expensive part. Fill a co-op match with AI and it needs considerably more than a PvP match with an identical headcount and zero bots. Anything pulled from the workshop adds to the baseline at boot, before a single unit spawns.

Where people get it wrong

Taking player slots as the number to size for on co-op. Add up the bots that will be fighting next to your players; they are what push memory and CPU.

Rather not run the server yourself?

These tools are free and funded by the two hosting services we run. If you want a server that is already set up, here they are.
