Stardew is by far the lightest server here, and mods are about the only reason to think about sizing it.

What uses the memory in Stardew Valley
An unmodded four-player farm needs very little. The world is small, the simulation is simple and the player limit is low. A long SMAPI mod list is what changes things, since content packs adding areas, crops and NPCs load at startup and stay in memory.

Where people get it wrong
Overthinking it. Without mods the smallest tier really is enough; only a sizeable mod list justifies going higher, and even then the step up is a small one.
