What uses the memory in Unturned
The stock game is fairly modest. Curated workshop maps, though, dwarf the stock ones and get loaded whole. Buildings persist as well, so a server that has run for a long time grows the way other survival servers do — it just starts from a lower floor.

Where people get it wrong
Assuming a workshop map costs what a stock map does. A big community map can multiply the baseline several times by itself, and it all loads at startup whether or not anyone goes to that part of the map.
