Check if your Conan Exiles server is online
Conan Exiles answers queries on a separate port that is nowhere near the game port — it lives in a completely different range.

The ports Conan Exiles uses
Players join on one UDP port, while queries go to a Steam query port in the 27000s. Since the numbers look unrelated, people forward the game port, assume that is everything, and end up with a server friends can reach by IP that never shows in any list.

Forward both, as UDP. If queries still time out, check whether BattlEye is on and has finished starting — the server stays quiet until it has, and on a large map that takes a while.
