Check if your Icarus server is online
Icarus answers the standard Steam query on its query port, so that is the number to test, not the game port.

The ports Icarus uses
The checker starts at 27015, the default query port. If the server was launched with a different -QueryPort=, use that. The game port, 17777, does not answer queries.

Still offline? Try this
An Icarus server with no prospect loaded, or one that shut itself down because nobody joined (ShutdownIfNotJoinedFor), will not answer at all. Check that it is running and has a prospect before looking at the router.
